<http://www.w3.org/Protocols/HTTP/1.1/spec.html> is a draft of RFC2068, which was obsoleted by RFC2616. And RFC2068's description of PATCH doesn't mention this anymore (<http://tools.ietf.org/html/rfc2068#section-19.6.1>).
